Typhoon 'Labuyo' code named Utor castigates Luzon

With heavy rains and equally strong winds, Typhoon Labuyo castigated northern Philippines on Monday, toppling power lines and causing flood to swell across towns and cities and food-basket plains. The storm drowned 2 people, 2 missing and at least P57.46 million in damages, according to the National Disaster Risk Reduction and Management Council (NDRRMC).
Labuyo, known internationally as “Utor” whipped Luzon with 175 kph winds and 210 kph of gustiness. It was labeled the strongest so far this year.

Areas and places most hit and damaged by Typhoon Labuyo

According to NDRRMC, the most affected areas are the Ilocos Region, Central Luzon, Bicol Region and the Cordilleras with the cost of damages amounting to around P57.46 million.
At least P43 million of the damage came from Aurora, where Labuyo made landfall Sunday morning.
Labuyo strands over 3,400 passengers at bus stops and ferry stations.
ABS-CBN TV network showed a footage of a woman being carried away by a raging Cagayan river in San Agustin, Isabela. The woman waved her hands for help as she hang on to debris while being swiftly carried by the swollen murky waters.
Regional civil defense director Norma Talosig said the woman, who was living alone in a low-lying place, refused evacuation. She’s missing.
Talosig said that in Nueva Vizcaya province, a 53-year-old farmer, Reynaldo dela Cruz, drowned while trying to rescue his water buffalo from a swift-moving flood. The animal survived.
Regional civil defense official Andrew Alex Uy said that In Benguet province, a 22-year-old man died on the way to Baguio General Hospital after he was pulled free from a landslide. CDRRMC identified the victim as Jomar Salikong of Cabuyao, Tuba, Benguet.

'Labuyo' victimized fishermen, others

64 families consisting of 245 individuals were placed on preemptive evacuation by Baguio CDRRMC.
The typhoon triggered waves of up to 2.5 meters (eight feet) and left scores of fishermen missing.
In northern Pangasinan province, 25 fishermen on three boats failed to return home, said provincial police spokesman Senior Inspector Ryan Manongdo.
Meanwhile,Benny Amario of San Agustin, Isabela, and Julio Balanoba of Basco, Batanes are still missing said the NDRRMC.The body likewise reported that 5 of the missing fishermen in Cam.Norte have returned home safely
In Cebu City, some 327 passengers bound for Manila were stranded after a cargo vessel and a passenger boat were not permitted to sail because of the typhoon.

Cebu felt strong winds, huge waves, etc.

PAGASA Central Visayas Director Oscar Tabada said that though Cebu wasn’t hit by Labuyo directly, still it will experience strong winds, huge waves and scattered rain showers.He said Labuyo might leave the Philippine Area of Responsibility (PAR) today, but they will still have to check it from time to time.
By 10:30 p.m. Monday, PAGASA has lifted all storm warning signals in northern Luzon.
