In rainy season if there is no normal rainfall we face the heat of droughts and water shortage in the affected area . At one point of time in my service life ,I was posted as Block Development officer of a block in the district of Purulia ,West Bengal.. I gained experience how to deal with the shortage of drinking water for the rural people.

Introduction

During rainy season starting from the month early June to the end of September, the rainfall was below normal. During inspection to the villages ,it was observed that the village tanks are either half filled or quarter filled.or completely dried There was no cultivation of agricultural lands, Cows,bullocks,goats etc did not find suitable grass ,upon which they could eat and survive, Water levels of the ring well reached to the maximum depth,from where water could not be drawn to the surface. for cleaning utensils, washing clothes and bathing, Tube wells did not give sufficient water for drinking water. Report of stomach disorders were also pouring in from the villages.It was the real grim picture of all the villages. There was flurry of activities at the district Head Quarter like attending meetings, remedial measures to be adopted to combat the sufferings of the rural masses, The state government declared drought emergency and directed the state machinery to tackle such emergency tooth and nail. The representatives of local Panchayat and the machinery of the block administration were engaged in such a way that no areas were left out from the execution of the schemes which were urgently needed to mitigate the sufferings of the village peoples.

Emergency preparedness to tackle the drought situation

First of all it is to be mentioned that the normal temperature rose up to 45 degree centigrade. The atmosphere was so hot that all the primary,secondary schools, the government offices were held in the morning so that the concerned children and the government employees could attend .According to the orders of the government the following schemes were taken up for implementation:- 1) improvement of existing tanks by excavation including excavation of new tanks on the vested or private lands,providing employment to the rural poor,2) Renovation of existing wells and excavation of new wells in the locality and the low lying agricultural lands for drinking water purpose and minor irrigation for cultivation ,3)Tube wells were bored by rig machines to a depth of 200 feet so that in future no drinking water crisis arises in the locality.4) development of fodder for cows,bullocks,goats and lambs.5) arrangement and distribution of gratuitous relief to the very poor,the infirms.6) deployment of medical and veterinary medical teams to check up the health of men and animals respectively, 7) arrangement and distribution of seeds for Rabi crops 8) deployment of media personnel to make alert the villagers for prevention of sunstroke and heatstroke.The villagers were advised to use umbrellas and cover their heads , mouths and full body whenever they came out of the houses in emergency to prevent heat wave.After return from outside, they should not drink cold water. Oral Rehydration Salt should be kept in reserve stock at home for emergency.

Conclusions

It is really tough situation to face the droughts and shortage of drinking waters. My experience is so insignificant that tackling droughts was an herculean task, It was the team work that helped a lot in execution of the schemes .All employees were motivated to such an extent that they performed their work sincerely. The representatives of the local panchayat helped us a lot so that we may come out successful .
