Rehab Czar Ping Lacson resigns

Designated Rehab Czar, Secretary Panfilo (Ping) Lacson of OPARR (Office of the Presidential Assistant for Rehabilitation and Recovery) had submitted his resignation to Pres. Aquino to take effect in February 2015. Former Senator Lacson announced over Super Radyo DZDobolB during an interview, disclosing his office is now finished with its task as ad-hoc body which is in-charge of speeding up the recovery and rehabilitation of the areas devastated by super-typhoon Yolanda (Haiyan) last year, particularly Leyte and Samar.

Lacson: Establish a permanent body to oversee disaster and relief efforts

Lacson said he had asked Aquino for a one-month transition period starting January 1 to facilitate the transfer of OPARR’s duties to a permanent agency — the National Disaster Risk Reduction and Management Council (NDRRMC). Moreover, he believes Congress should pass a law that would establish a permanent body that would oversee all disaster preparation, mitigation, relief efforts as well as reconstruction plans to improve coordination within the NDRRMC.

OPARR is nothing but a mere adhoc body; toothless

When he reviewed Memorandum Order No. 62, he saw that the OPARR was but a mere ad-hoc body only, Lacson said, referring to the Aquino’s executive order issued in December 2013 which appointed him as rehabilitation czar.
Our tasks are already done. We have already submitted a rehabilitation plan, about 18,000 plans, programs, and projects which were uploaded in the website Empathy, he said.
Lacson believes there is a felt- need for the government to establish an institution that would handle the gaps in disaster rehabilitation, mitigation and recovery. It’s only proper for the NDRRMC to take over the functions of the OPARR.

Disasters aren't adhoc bodies

Lacson said we really need a permanent department for disaster; typhoons do not come as an adhoc body, he stressed. We experience a series of typhoons here in our country, not to mention the volcanic eruptions and earthquakes,” he said.
Lacson made it known he has no regrets accepting the huge task. I’ve got no frustrations or hang-ups because I know we’ve done our best, he said.
He reiterated by saying we have an existing law, the law that created the NDRRMC, so it’s only fitting to give back to the council the task of reconstruction and rehabilitation efforts ... Lacson said.

FERN, Currently, there are 24 Philippine senators; 12 of them were elected in May 2010 and to serve until June 30, 2016, the rest were elected in May 2013 and to serve until June 30, 2019.
At present there are 290 members of the House of Representatives, 16th Congress, including the so-called Party List representatives.
